Need a snake ID

This poor little guy was just outside our door, and then he ran under a neighbor's door. I was afraid if he got inside that their cats would kill him. Or the neighbors would kill him. Anyway, I had to shoo him away. I'm not sure what kind of snake he is though. I wasn't really worried about him being poisonous since he didn't have the triangle shaped head thing going on. I'm pretty sure he's just a garter snake. He was about 2ft long, very small obviously. I live in central NC, and there is a creek nearby.
