For you artists out there...

In the past few years, it's been increasingly popular to do the watercolor wash with the colored pencil over it. I've never liked doing watercolors, infact I have very little, next to zero experience with them. And I haven't picked up my colored pencil set in years. But lately I've been wanting to try something from traditional media, and I'd like to play around with this technique cuz it looks neat.

So what type of paper and watercolors do you recommend? Note: I do prefer smooth paper to rough. Hopefully they're cheap cuz I don't have a lot of extra to spend on this. I'll also be using my Prismacolors, because I don't plan to buy any other kind of pencil for this.

Lastly... how the hell do you keep the paper from wrinkling?

Also any tutorial sites with info on the technique would be helpful :)

Edit: Check out this guy's art. wooooo damn. http://www.sharrock.com/page3drawings.htm
